INLAND WETLANDS/CONSERVATION COMMISSION

Minutes                                   - 1 -                         February 15, 2012

THE FOLLOWING ARE MOTIONS MADE DURING THE REGULAR MEETING OF THE INLAND WETLANDS AGENCY/ CONSERVATION COMMISSION – MADDEN ROOM

Chairperson Warren called the meeting to order at 7:02 pm

ITEM:  PUBLIC PARTICIPATION:   no

ITEM:  PERMIT EXTENSIONS:   no

ITEM:  CORRESPONDENCE AND REPORTS:

Chairperson Warren reviewed the Town Council Resolutions appointing Art Jennings as an alternate replacing Tim Appleton, the reappointment of Barbara Kelly and the reappointment of Adam Reed.  

Warren verified that all the Commissioners had received a copy of her letter to the Town Council requesting an increase of Commissioners to ten, with the number of alternates remaining at two.

Each Commissioner received a copy of the Winter 2011 Habitat.

ITEM:  BONDS:   none

Folger stated that at the next meeting the Commission will probably be receiving a bond policy from the Town Attorney due to changes in the statutes or the way they’re interpreted.  It is no longer legal for some Town Commissions to receive bonds prior to work being done.  IWA can continue to require a bond be posted as a condition of approval prior to the start of construction.  Planning and Zoning cannot take a bond prior to application for an as built.  IWA will revise their regulations to include this policy and will being tracking the bonds separately from Planning and Zoning’s.  IWA can no longer require cash bonds.  If the applicant chooses, they can provide a surety bond.

ITEM:  MINUTES:   Minutes from 2/1/2012 were approved by consensus.

ITEM:  CONSERVATION COMMISSION:

Folger provided radon test kits to any Commissioner that wish to have their home tested. The Environmental Health Officer, Sherry McGann, provided the test kits free of charge.  She is hoping to establish a baseline for information regarding radon levels in South Windsor.

Folger is working with McGann to establish an effective mosquito control program.  The concentration will be on larvicides not spraying for adults, which kills off all insects not just mosquitoes, is very expensive and only lasts a couple of hours.  Without the winter kill-off due to the mild weather so far this year, the mosquito population will be very high.  Treatment will begin in April and go through the year.  A DEEP official stated that the first application sets the tone for the whole year.  Important to effectively control right from the beginning when the largest population hatches.

Commissioner Kelly asked if there was any more information on the proposed partitioning of the remaining parcel at 765 Sullivan Avenue.  Folger stated that it has been passed by the Town Council and the Town Attorney said it does not have to go through a subdivision.  Technically it will be a “conservation spilt”, which entails just filing a metes and bounds on the land records.

ITEM:  WETLAND OFFICER’S REPORT:  Folger advised the Commission that another violation letter might be issued to the Crispims on Foster Road.  A neighbor complained about six dump truck loads of fill being placed on the property and they have piped the ditch that the Town required them to dig as part of the mitigation.  The issue with the Crispims a year and a half ago had been resolved.  Folger will be investigating and will keep the Commission updated.

ITEM:   PUBLIC HEARING: 7:15  Secretary Heffler read the Legal Notice pertaining to Appl. # 12-03W.

Appl. #12-03W – Town of South Windsor – Buckland Road Bridge Dredging – IWA/Conservation Commission application to remove accumulated sediment from existing culverts at the Plum Gully Brook road crossing. The site is located northerly of Deming Street and southerly of Oakland Road.

Jeff Doolittle, Town Engineer and Bobb Grillo, Project Engineer, reviewed the application to remove sediment from two large box culverts at the bridge on Buckland Road.  The work will be done on one culvert at a time, with the other culvert handling the waterflow temporarily.  They will use silt fence, rip rap and a seed mixture recommended by Folger.  Doolittle stated that alternatives to dredging have been explored but that they did not work or were not feasible.

Motion to:  approve Appl. #12-03W – Town of South Windsor – Buckland Road Bridge Dredging – IWA/Conservation Commission application to remove accumulated sediment from existing culverts at the Plum Gully Brook road crossing. 1.      The final approved copy of the entire set of plans and this letter reproduced thereon must be submitted to the Planning Department.  This must be completed within 65 days of approval prior to any construction activity on the site.  Plans submitted to Planning & Zoning Commission shall be considered having met this requirement.
2.      The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use.
3.      The permit is valid for five years and shall expire on February 15, 2017. It is the landowner(s)/applicant(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration.  
4.      All approvals required must be obtained and submitted prior to any activity on the site.
5.      A contact person shall be identified on the plans.
6.      On page one of the plans submitted, under construction notes, wording stipulating “Flow to one box culvert may be temporarily blocked to facilitate cleaning of the other box culvert” should be changed to “Flow to one box culvert should be temporarily blocked to facilitate cleaning of the other box culvert”.

Secretary Heffler read the Legal Notice pertaining to Appl. # 12-04W.
Appl. #12-04W – Town of South Windsor – Strong Road Reconstruction Project – IWA/Conservation Commission application for the reconstruction of Strong Road including associated improvements to the drainage and stormwater structures.  The site is located easterly of Nutmeg Road.

Jeff Doolittle, Town Engineer and Bobb Grillo, Project Engineer, reviewed the application for the reconstruction of Strong Road.  The road is very flat and drainage is very poor.  This will be corrected with full depth excavation, grading and redirection of run-off to the pond by the brickyard. There will be minor wetlands impact.  Folger has recommended the seeding plan which will be specified on the final plans.

Motion to:   close public hearing for Appl. #12-04W at 7:58 pm
